Vehicle Scrappage Policy

The much discussed vehicle scrappage policy is about  to release by the end of this month or next month.According to the statement of Minister for Road transport and Highways,the policy is in the final shape and will be rolled out soon.The National Green Tribunal has also rapped the MoRTH for the delay in implementing the much awaited vehicle scrappage policy.The Tribunal also mentioned about proper mechanism for  setting up of   environmental friendly recycling centers at various parts of the country.The Green Panel  wanted timely action by the MoRTH for implementing the policy without delay.

The Vehicle Scrappage policy will  fix the end  life of vehicles used in our roads.After the expiry of the fixed life term of vehicles will be scrapped .It will provide certain incentives to the owners of those vehicle.At present  the Registration Validity of a new private motor vehicles like car ,motor cycles etc  is 15 years.It can be further renewed on payment of the  prescribed fees.Maximum fees is Rs 600 or below.The Tax due to the state also need to be paid.The vehicle shall be produced for inspection by authorities for  certifying road worthiness of the vehicle.If the road worthiness is certified  the validity  will be  further renewed for a period of 5 year.There is no mandatory rules for scrapping of the vehicle unless it  become delapdated condition and un fit to  use on roads.

The registration validity of a Public Service Vehicle and Transport Vehicles are dependent on the Fitness Certificate of the Vehicle.If the Fitness is renewed  then the Registration  is also valid and the vehicle can be operated at public place.For certain class of vehicles like passenger  route buses  the age limit is fixed.Such vehicles can be used  up to that class only.The Motor Vehicles Act 1988 empowers authorities to fix age limit of vehicles belongs to different categories.

Impact of Scrappage Policy

The Automotive industry in the country view the policy as growth driver for the sector during the periods of  depression.The forced scrapping of the vehicles owned by individuals force them to obtain a new vehicles of same class or improved one.Once   own means of transport is used for movement people always prefer to own vehicle for movements.This  is the simple idea behind this move.

In addition to the increased purchased demand on the market the Scarappage will also provide supply of raw materials at reduced cost.This will reduce the import tendency of the stake holders .

Negative Impact on Social Life

During the period of pandemic people are suffering lot for want of Public Transportation Facilities.Rail services were not regained momentum.Bus services are very less.Other means of transport are also very pathetic.In order to cop with the situation people,who can afford little money,are spending little more to buy used ,old private cars as well as two wheeler s.The marketing  has gained momentum and as result second hand car market are showing some kind of  good signs of improvements.If the scrappage pilicy is implemented it will affect the  used car market .

Legal  Initiatives

The National Green Tribunal has asked the MoRTH regarding delay in the formulation of Scrappage Policy.The Judiciary is concerned about the deteriorating   air  quality in the country .Deteriorating quality of air  will cause major  medical issues.
