If you are holding a Motor Driving License issued by a foreign country then you are eligible to convert that license ,with the corresponding class of vehicles( COVs) in India without undergoing test of competency or Driving Test.But you have to obtain Learners License in India.
The Motor Vehicles Act 1988 has incorporated the provisions for issue of such license.The Sarathi portal,which manage issue of Driving License all over the country, also has this faciclity.
First step is applying for Learners License.If you are passed in the test , Learners License will be granted.
Then you can apply for conversion of license with corresponding class of vehicles in India.
