V A H A N is the software developed by N I C for the Ministry of Road transport and High ways for offering various vehicle related service through R T O Office through out the country.It uses cloud server technology for data access from various states,ensuring unique identification numbers,uniform documents etc.The S A R A D H I is the software used for distribution of Driving License through out the country.Both are cloud based servers.
Registration of New Vehicles
The process of registration of a new vehicle has two stages .First one is issue of Temporary Registration and the last stage is permanent registration of the vehicle.On completion of issue of Temperory Registration a Temporary identification number and on completion of the permanent registration a unique registration number will be awarded by the registering authorities.The validity of temp Reg mark is 30 days and both are valid in the entire states.
Procedure for application for issue of Temporary Registration Mark
After completion of sale of a vehicle the dealer shall upload the application for registration of a vehicle in Form 20, Sale Certificate in Form 21 and Road worthiness certificate in Form 22 along with Address proof and other relevant data to the VAHAN portal through their log in ID.The tax due to the state as well as registration fees ,Cess etc need to be paid .The dealer shall also upload an inspection certificate to show that the vehicle is under their custody during the time of sale and uploading data.This is to prevent the chances of defrauding the customers without actual delivery of the vehicle.A homologation of vehicle data is already made by the manufacture ,Hence the dealer can enter and edit the details of sale as well as details of purchaser only.The technical features of the vehicle will be available in the portal,as uploaded by the manufacture.
Issue of Temp Registration and Mark
The concerned registering authority in which the applicant has the permanent address proof or proof to show the existence of his/her business,will be the authority issuing the Tem Registration as well as Temp Registration Mark.When the authority verified the uploaded documents the temp registration will be approved. The print out of the certificate can be obtained by the dealer point itself.The status of the application can be verified in the portal by supplying necessary information.
Permanent Registration of Vehicles
In fact the application for temporary registration include all the requirements for Permanent Registration also.Hence no separate application not required.But the vehicle shall be produced for inspection prior to the registration and number allotment.The purpose of the inspection is to confirm that the physical features of the vehicles are tallying with the details uploaded by the manufactures as well as dealer.
Documents to be produced at the time of inspection of vehicle
A set of uploaded application as well as Temporary registration certificate, E tax payment receipt and fees receipt shall be kept in hand to produce before the inspecting officer.
Vehicles having Finance
For vehicles having hypothication or lease agreement with any approved financial institutions ,the print out of the Form 20 shall be attested by the Authorized representative of the finance institution. The Form 21 ,already uploaded also contain entries regarding finance of the vehicle.
Payment of Tax and Fees
All the tax and fees due to the state of kerala shall be paid online,at the time of applying for temp Registration .No additional payment except compounding fees,is payable after obtaining temp registration.The actual amount paid by the dealer on behalf of the customer will be clearly indicated in the E Tax and E fees Receipt.Any additional payment for any purpose is forbidden.
Payment of Compound Fees
If the applicant produce the vehicle for registration after the expiry of the 30 days period mentioned in the Temp Registration certificate,a compounding fee of Rs 2000 for Non Transport Vehicles including Two Wheeler and Rs 3000,4000,5000 are payable for goods vehicles falling into the category of Light ,Medium and Heavy categories.This amount need to be paid in the office counters between 10.30 hrs and 13 .00 hrs in working day.If the registration further delayed beyond 3 months a late fee also will be collected .
Inspection time for Registration of Vehicles
The inspection time for registration of new vehicles is 10 30 am to 12 .00 pm at the designated inspection place under each registering authority.The applicant need to produce the vehicle at this place along with the print out of application and E tax receipt.It is better to carry the original of the documents like Electoral card,Adhar Card,Pass port ,PAN card etc to produce ofr instant verification if needed.( pls See E token facility introduced to meet COVID 19 )
Vehicle Still Not Registered
Such vehicles shall be registered immediately because there is a slot of numbers are provided to accommodate this kind of applications.If the number filled or time expired migration of vehicles with temporary registration issued on old software platform to VAHAN will be more difficult. Vehicles not complying BS 6 norms could not be registered NOW.
