Inspection for Registration by MVD

All the newly vehicles are to be registered by the Motor Vehicles Department before using at public place. Registration has to be done before expiry of Temporary Registration, which  has a validity of 30 days only. Use of any motor vehicle at a public place without obtaining a valid registration is an offence under Motor Vehicles Act 1988.

Registration Where to be made?

The newly purchased vehicle to be registered within the jurisdiction where the purchaser permanently resides or doing business. For both you should provide sufficient proof.

What are the admissible address proof for registration of a vehicle?

Electoral ID Card,Pass Port,School Certificate, UID card,are approved address proof .In case of Ration card any  other supporting documents like residential Certificate from Village or Municipality etc are required.If no solid proof of address its is better to enquire the matter at the concerned RT offices before purchasing the vehicle.

For Firms ,Companies , Establishments GST registration Certificate,Partnership deed ,MoU etc  one or more are normally  accepted

What is temporary Registration of new motor Vehicle?
It is  kind of registration of vehicle till permanent  registration obtained .Its validity is 30 days.Before  its expiry of  validity the  permanent registration shall be obtained.
Now dealers are delivering vehicles with Temporary Registration numbers only.

What is the Need of Temporary Registration Mark?
Until the vehicle get permanent registration mark ,temp Mark shall be exhibited while using on public place.

Whether the vehicle can be used for personnel purpose on period of temporary registration?
Yes, provided if the  vehicle covered under valid insurance. However the object of Temporary registration is for not personnel use but there is nothing barring the use of vehicle with valid  Temp Registration.

What is T C R or Trade Certificate?
T C R or Trade Certificate is a privilege granted to the vehicle dealers on fulfillment of certain condition for movement of the vehicles in their custody for registration, delivery, demonstration etc. All such movements are subject to the control of CMV Rules 1989.This privilege is available for dealers or his representatives only.A buyer is not allowed to use vehicle on Trade Certificate.

When I purchase a vehicle who will obtain the Temporary Registration?
It is the duty of the Dealer to obtain Temporary Registration before delivery of the Vehicle to the buyer.

 The temporary registration is obtained by uploading all the vehicle data as well as buyers ID proof to the VAHAN  web site.

The prescribed Fees need to  paid along with the Tax due in respect of this vehicle. After that the MVD official  will  approve the data and the TR  print out could be obtained from the site.

The Dealer Shall hand over the temporary registration along with other documents to the Buyer at the time of delivery of the vehicle.


Can I use my vehicle without obtaining temporary registration ?

No. Use of vehicle without registration at public place is forbidden. It will also lead to legal issues in the event of road accident related insurance claims, as the insurance company can simply reject your claim stating that the vehicle is not registered.

Similarly use of vehicle without registration at a public place is an offense under motor vehicle act 1988.

Is the Address noted in Temporary registration and Address proof need to be same?
Yes. Both the address  and the address contained in the address proof need to be same. However any minor change can be edited by Registering Authority if it has reason to believe that the change is occurred due to unanticipated error. In order to avoid such inconvenience provide  a copy of the proof to the Dealer at the time of final payment of the vehicle.

Who will pay the Road TAX and Registration FEEs ?
The dealer will collect the Amount from you at the time of billing of vehicle ,and shall pay the amount using the dealer log in facility. The registration fees etc are also paid by the dealer. They will provide a printed copy showing the tax paid and Fees Paid. You have to verify the two receipt  ie. one proof for payment of tax and other for payment of Fees.

Which are the documents handed over to you at the time of delivery of vehicle?
  • Temporary Registration
  • Receipt for Payment of TAX and FEES
  • Application for New Registration in FORM 20 signed by Purchaser,
  • Sale Letter in Form 21 contains technical details of Vehicle and signed by Dealer,
  • Form 22 issued by Manufacture showing road worthiness of the vehicle issued by manufacture,
  • Address and age proof,
  • Insurance Policy Copy 
  • Self attested copy of the Address proof ( the same you produced for obtaining Temporary  Address)
  • PAN card copy ,if applicable
  • Self addressed Stamped Cover,with Rs 42/- for dispatch of RC
Is production of Vehicle for inspection is mandatory?
YES,Each new vehicle has to be produced before inspecting officers at concerned RTO Office.

What  are the timings and Dates of inspection?
Timing  10 30 to 12 30 ,Inspect at all days except holidays. Now Due to Covid 19 Saturdays are also excluded.

Is it mandatory for the Purchaser to appear in person for registration?
No. If not possible purchaser can authorize any person as his representative.

Whether Authorization letter is needed?
Authorization letter is required

What is the process of inspection?
The Asst Motor Vehicles Inspector in charge of new registration will come and collect the paper after verification of the physical feature and road worthiness of the vehicle.

What are the instances of rejection/Return of application for registration?
The AMVI inspecting the vehicle may return the application
  • The particulars in Sale letter in FORM 21,22 mismatch with physical features
  • The vehicle not road worthy
  • Vehicle covered excess kilometer without valid registration
  • Details of Finance Company not proper

Where the vehicles are inspected for registration?
Each RTO office has convenient place for inspection of vehicles. In case any doubt inquire the matter with PRO at the RTO Offices.

What is the procedure to obtain permanent Registration?
Produce the Vehicle for inspection along with the properly tied documents  handed over by the dealer.Keep the original Address proof in hand to produce when demanded for verification.

What is TAX TOKEN or TAX LICENSE?
Tax license is mandatory to keep in vehicle and shall produce on demand.TAX token will be issued from the office after inspection of vehicle.Head Accountant is the Responsible Person.

Whether TAX TOKEN and the TAX payment Receipt are same?
No.Tax Token is a mandatory Documents to be kept in Vehicle.The receipt is just a receipt to make sure that the payment is made.

When I get Registration Mark?
If you have not reserved a registration mark in advance by paying the sum fixed for the number,you will get the registration Mark by the End of the Day.It can be checked from  the MVD site : keralamavd.gov.in  after 5 pm each day.

When i  can exhibit registration Mark?
Once the number is notified in the site you can exhibit Registration Mark

When i Get my Registration Certificate?
You will receive the  Registration Certificate by post normally within 20 days. For that you have to affix the HSRP number plate.It will be fitted by the vehicle dealer.

Is the RC is With Chip ?

No ,RC with Magnetic Strip will be supplied shortly

Sir ഞാൻ ഒരു ട്രക്ക് വാങ്ങി ആ വാഹനത്തിന്റെ ചെയ്‌സ് വളഞ്ഞു ഇരിക്കുന്നു ഞാൻ ആ ട്രക്ക് ഷോറൂമിൽ കൊണ്ടേ കൊടുക്കുകയും ട്രക്ക് മറി നൽകാമെന്ന് പറയുകയും ചെയ്തു പക്‌ഷേ tp ക്യാൻസൽ ചെയ്യുവാൻ പറ്റുന്നില്ല എന്നു പറഞ്ഞു
