As per the new regulation government inserted an extra clause in the Form I A,which is the prescribed for for producing Medical fitness Certificate to obtain Driving License.The insertion says that " applicants colour vision has been tested using ishihara chart and the applicant has not been suffering from severe or total colour blindness ".
Earlier this provision was not there in the Medical Certificate.Instead the applicant himself has to give as statement that he is able to distinguish the pigmentry colours ,while applying for driving license or Learners License.
Colour blindness
It is the inability to distinguish between certain colours.
Normally it happens between Green and Red. Colour blindness may be severe or total.When the blindness matter between Red and Green it will be a major issue for drivers .Because these colors are very important for driving.The Traffic signal Lights are based on Red and Green Colours. Sometimes green colour look like much thick red for those suffering with this deficiency.The situation is very dangerous for drivers.
Disqualification to obtain License
Only Severe and Total Colour blindness are considered as criteria for disqualification of applicant on medical grounds.
Colour Blindness is a real Threat to Road Safety
No Doubt.Its a potential threat to the safety of all road users.
Imagine a driver who suffer with first category of colour blindness and not able to distinguish between Red and Green colour drivers a heavy transport vehicle and approaches a traffic signal.In fact the signal light is red for the direction of his travel.If he is suffering with color blindness of this level what will be the effect.He will not stop the vehicle at the signal and an accident is inevitable.Sometime for he will stop the vehicle when green started glowing and will proceed when red started glowing.
Impact of this modification
Certainly the amendment in the rule is most welcomed one when the safety components of road users are concerned.But the doctor who certify the person shall have lot of responsibility to to issue certificate on the basis of examination of applicants.Other wise no more positive outcome couldn't be expected.
