International Driving Permit allows the holder Indian citizen to drive a car in any of the 136 contracting counties ,without obtaining a new license at the respective countries. This is the outcome of Vienna Convention,in which 136 countries have agreed to this condition and entered in to a valid and binding contract.India is also one of member in the contract.
Kerala Motor Vehicles Rule 2 (i) define International Driving permit as an authorization issued by a Licensing Authority to drive any motor vehicle or category of motor vehicles at a place beyond the territory of India. This permit is not valid at any country with which India do not have any diplomatic relationship.
The licensing authority of the region is competent to issue the IDP .The Regional Transport Officer of the district is the Licensing Authority of the concerned District.Hence all the application,irrespective of taluk or town within the district,need to be submitted before the Regional Transport Office.The application need to be submitted before the Licensing Authority or RTO,of the district from which the original Driving Licenses obtained.For Example ,if the applicant resides in Ernakulam and his driving license is obtained from Trivandrum,the application need to be submitted before the Licensing AuthorityTrivandrum or he or she has to apply for noting change of address in the license before Licensing Authority Ernakulam,Once the Change of Address is noted,application for IDP could placed before Licensing Authority Ernakulam.
Requirements
- Oringinal Motor Driving Licence authorising to drive the class which he/she wants to include,
- Original of the Indian Passport
- Original of the VISA ,If Visa On Arrival, Proof enabling this provision
- Flying Ticket to make sure that the applicant derserve the IDP
- Prescribed Fees ,as listed in Departmetn Web Site
- Medical Cerrtificate to Prove the Physical Fitness
- Eye Certificate
- Any other documents,if any of the above mentioned doesnot full fill the requirement alone.
Procedure
The applicant need to appear in person before the respective Licensing Authority with all the current records mentioned above.The application must be properly tied along with phot copies of all the documents mentioned above.After verification of Currency of records ,the Licensing Authority may require to prove the proficency to drive the class of vehicle.In such case the applicant need to provide a suitable vehicle and shall exibit his /her proficeny to drive the class of vehicle
Issue of IDP
If the candidate is succefully passed the proficencey ,the Licensing Authority shall grant the IDP.Normally it will be supplied in the same day itself.The Licensing Authority may dispense with the proficeny test if he has reason to believe the ability of the candidate to drive th vehicle at public place.
When a person vist another country with IDP he has to validate the same with the Licencing office ( RTO ) of the visitng state and vice versa.
All the RTO in the District are authorised to issue Inter national Driving Permits ..
Validity of IDP
The Validity of a IDP issued by any of the contracting states in the Convenction is One Year.There after new one will be issued if the application found genuine.Other wise it will be rejected.When a person vist another country with IDP he has to validate the same with the Licencing office ( RTO ) of the visitng state and vice versa.
