Recent Statement made by Union Minister for Surface Transport and NH that around 30 % of driving license issued in India is fake is almost correct.Why this happens?
Is the proposed changes or computerized driving skill test is sufficient produce skilled drivers in the country?Is the increasing number of road accidents are only due to the fake licenses?
Lot of questions are to be answered
In our country getting a fake license is not an hilarious task.In some states the Licensing Authorities are issuing them without conducting any skill test mandated in the Motor Vehicles Act 1988,little bit obsolete one now.If such License is denied or delayed more easy method is to obtain a fake one,which resemble the original.The later is happening more in numbers than the first.Because,fabricating a false license ,is not a considered as a serious crime in most part of the country,even though it come under forging of documents,which is non bailable offence under Indian Penal Code.So people ,in certain part are free to approach a person to get a license,if the authority denied it.Lot of rackets agencies are working to produce fake license issued with the fabricated seal and signature of any officer in the country.It was a common practice to obtain a fake driving License from Mumbai,while going middle east in job visa.Finally they came to know the real picture most of the countries stopped honouring Indian license with little exception to license issued in Kerala state.
The second thing is that how a license is obtained.As per Act in order to get a license to drive a motor vehicle in public place,a license issued by the Licensing authority is mandatory.It is the duty of the authority to make sure that the person going to hold the License is having sufficient skill to drive the vehicle at public place.Here drive mean driving of the class according to prevailing Legal provisos.In order to deliver the duty in the true spirit of the Legal terms,the Licensing Authority shall be a technically qualified person,competent to understand the skill of the person to drive the vehicle according to law at the public place.Unfortunately in Majority of states the person Holding the charge of Licensing Authorities are from non technical lay men turned officer,who himself do not to drive even a motor cycle.It is learnt that in state of Haryana ,village officers are issuing driving license. Here you can assume the quality of the Driving Licences issued in our country.
It is a well know fact that Motor Vehicles Act and Rules,enacted by the Union Parliament,is applicable and enforced in Southern States and in very few other state.It is proud to say that Kerala top in the tally.Followed by TamilaNadu,Karnataka,Andra Prasdesh ,Telngana etc.
It is very appropriate note that The proposed Motor Vehicle bill ,which was lapsed as the parliament session over,is not a solution for these problem.The sole aim of proposed bill was privatization of the Licences as well as other statutory functions,under the cover of computerization.
The proposed computerized test procedure is not a complete solution to measure the skill of drivers before issuing ,license.What is needed is total change in the licensing procedure prevailing in the country.As per the present law,satisfaction of licensing authority is the sole criteria for issue of licences. The Licensing Authority himself ,shall conduct the test and make sure that the person is competent to drive a vehicle.The mentioned satisfaction has to be obtained by conducting a drive on road,with the learner appearing for driving test.A ground test is not sufficient.In computerized test the test is monitored with the help of camera.This procedure will bring transparency but skill remain unmeasured because the driving demonstration of a person in a closed premises is not equal to driving demonstration on public road with congested ,multi directional traffic source.
Test Procedure In kerala
Kerala remain in the top of list in the effective implementation of Motor Vehicles act,in its literal sense.The driving test procedure in the state is quite different form other state.If the applicant obtained the Learners License he has to attend a Pre driver training session conducted in Regional Transport Office,by the Motor Vehicles Inspectors.After successful completion of the two hours training on basic skills and attitude,the learner has to attend a preliminary ground test ,after taking appointment.Their the ground skill of the learner,like basic control of vehicle in a H track and ability to stop and reversing will be measure.If the learner qualified for the Second stage,a road test will be conducted in a suitable vehicle in the presence of Asst Licensing Authority .The length of the test may vary from 2 to 3 km ,depends upon the skill of the learner.At this procedure ,if the learner complete all the 22 items contained in the check list ,license will be awarded..at the same day itself.
Computerized Driving Test
In this form of driving test procedure ,the ground test will be monitored and recorded in a server kept in the testing station.The fail criteria for tests are entered in the software algorithm and if the candidate violate the conditions ,the system automatically declare as he failed.In the track ,H test ,slope test, and parking skills are measured Thereafter the candidate has to undergo Road test ,in presence of Licensing Authority,In Kerala State the person who qualified for in the computerized test need to under go Competency test on any road,with suitable vehicle in presence of the Licensing Authority.
Driving Skills
What the country needed is a total change in the procedure followed with up gradation to Graduated Licensing Procedure,which most of the developed countries follow at present. This system will provide more responsible ,skilled drivers to the country.
