HSRP number plates in kerala

Finally HSRP number plates are on its way to land in kerala.The MVD kerala has started the tendering procedures for installation of HSRP number plates in the state.The process is divided in to two stages,first conversion of existing 1 Crore Vehicles to the HSRP Scheme and simultaneously fitment of this security plates to the all new coming vehicles.The cost of the plates could be fixed after the tendering process only

H S R P or High Security Registration Plates are introduced to the country in 2001,by issuing The Motor Vehicles ,New  High Security Registration Plates Order,2001,but not implemented so far,except in few states, due to various reason.Finally Supreme Court intervened in the matter  and issued guidelines for implementation of the High Security Plates.Additional number plate, in the form of a self destructive sticker affixed to the front windshield glass of the motor vehicle is the added feature apart from hot stamping of hologram ,laser coding of serial number of the plate etc.

 The plate manufactures shall obtain  Type approval  certificate from  any of the testing agencies ,notified by Central Government. The Plates,without the type approval of the testing agencies, are not valid for use.The plate manufactures shall obtain Conformity of Production COP,after making fixed number of plates.Supreme court also order for periodic inspection of plate manufacturing process,by a team constituted by representatives of state governments. The price will be fixed in the tendering process only.

One of the important advantage of the HSRP is the uniformity in the manner of exhibition of registration numbers in motor vehicles,throughout the country,irrespective of class of vehicles.As per the existing statutes,the size of number plates shall confirm to Central Motor Vehicles Rule 50.The letters in the plate shall be in the form of English Arabic numerals, as stipulated in the Motor Vehicles Rules.To prevent counterfeiting of the plates a 20mm x20mm hologram will be hot stamped with the CHAKRA sign,These number plates will be fitted to the vehicle by using non reusable snap lock facility.A written authorization form the concerned Registering Authority is required to fix the plates.

Uniformity of number plates is the immediate benefit of this system.The present practice of exhibiting number plates according to own whims and fantasies will be stopped. Violation of  legal provisos for non exhibition of number boards,in the prescribed manner, will attract huge fine.One of the expected benefit of these plates is reduction in vehicle theft and a permanent solution for  use of stolen vehicles for commissioning  of crimes However existing  presence of such plate and hologram etc already in  the market, raise threat to the very object of the HSRP.
