W H O has planned and propagated "action plan for road safety 2011-2020" with a direction to member state to implement the project.Mainly the project focus on developing or under developed countries,which records around 52 % of road accident related death occurring in the world.These countries share only 9.2% of total vehicle population.Whereas the share of Developed countries is just below 10% even though the share of vehicle population is above 42%.According to the WHO statistics ,around 50 % of the member countries do not have comprehensive legislation to curb offenses like drunken driving,seat belts offense,helmets .over speed etc.
Legal status in india is comfortable because all the laws are strict in terms of its meaning.But road users are not willing to abide by laws.Enforcement is not that much effective to find out the real culprits.
